An Ahli K3 Umum is Indonesia's general occupational safety and health (OSH) expert: a technical specialist from outside the labour authority whom the Minister of Manpower appoints to help oversee compliance with the Work Safety Law at a particular workplace. Under Article 2 of Minister of Manpower Regulation No. PER-02/MEN/1992, the Minister may appoint such an expert at a workplace employing more than 100 people, or fewer than 100 where the materials, processes, equipment, or installations carry a high hazard. Regulation No. 13 of 2025 adds a second route: a company with at least 100 workers or a high risk level must set up an OSH committee (P2K3), and the committee secretary must be an appointed OSH expert. An appointment lasts three years and lapses if the person moves to another company.
This article is written for managers, HR, and HSE teams at mines, smelters, plantations, and construction projects in Indonesia. It does not cover how an individual becomes an Ahli K3 Umum.
Is a certificate the same as an appointment?
Article 1(6) of Law No. 1 of 1970 describes the safety expert as someone from outside the then Department of Manpower, with specialist technical skills, whom the Minister appoints to supervise how the law is applied. Article 5 gives these experts, alongside labour inspectors, a direct supervisory role and leaves their powers and duties to implementing rules. That implementing rule is PER-02/MEN/1992, which the Ministry's legal database (JDIH) still lists as in force.
PER-02/1992 does not use the name "Ahli K3 Umum" (general OSH expert). The name appears in Minister of Manpower and Transmigration Decree No. KEP.239/MEN/2003, under which a candidate certificate issued by the Director General is a prerequisite for an appointment decision as a general OSH expert at a company or workplace. So someone who has finished the training holds a candidate certificate. They become your company's OSH expert only once an appointment decision is issued on a written application from the site's management (PER-02/1992 Article 4(1)).
When does a company need to appoint one?
Three regulations use similar thresholds, worded differently:
| Regulation | Threshold as written | Link to the OSH expert |
|---|---|---|
| PER-02/MEN/1992, Art. 2(2) | More than 100 workers, or fewer than 100 with a high hazard | Workplaces where the Minister may appoint an OSH expert |
| Regulation 13/2025, Art. 3(2) | At least 100 workers, or a high risk level | P2K3 required; its secretary is an appointed OSH expert (Art. 5(3)) |
| PP 50/2012, Art. 5(2) | At least 100 workers, or a high hazard potential | SMK3 required; the OSH plan must involve OSH experts (Art. 9(4)) |
The difference in wording matters for a company with exactly 100 workers. Read literally, it falls outside point (a) of Article 2 of PER-02/1992, yet it must already form a P2K3 and apply SMK3. For the high-risk category, Article 3(3) of Regulation 13/2025 points to the business licensing rules, so the reference is the risk level on your business licence.
No article says "every company must have at least one OSH expert". That is our reading of Articles 3 and 5(3) of Regulation 13/2025: the P2K3 is mandatory, and its secretary must be an appointed OSH expert. Article 7(3) also requires a copy of the expert's appointment decision to be attached when the company applies to the Head of the Provincial Manpower Office for the P2K3 to be established.
Some pages online still cite PER.04/MEN/1987 as the basis for P2K3. Article 16 of Regulation 13/2025 revoked it, and JDIH records it as no longer in force. Others cite "Article 19 of Law 1/1970", but that law ends at Article 18.
What ends an appointment?
Article 3 of PER-02/1992 sets the individual requirements. The one with the most impact on employers is point (d): the person must work full time at the organisation concerned. The application also includes the employer's statement that the person works full time there (Article 4(2)(f)). Once issued, the appointment is tied to a time limit and to the person:
| Event | Effect under the rules | What the company does |
|---|---|---|
| Three years after appointment | The appointment expires (Art. 7(1)) | Apply for renewal with a summary of activity reports (Art. 7(3)) |
| The expert moves to another company or resigns | The appointment is no longer valid (Art. 8(1)) | Have an appointed replacement ready |
| The P2K3 secretary or chair changes | The P2K3 decision must be renewed (Reg. 13/2025, Art. 8) | Apply within 2 working days of the change |
Article 8(2) of PER-02/1992 also allows the appointment to be revoked if the person is shown to have failed to comply with OSH rules, caused a dangerous situation through error or carelessness, or disclosed company secrets.
Two working days is not much time. An application to renew the P2K3 after a change of secretary must include a copy of the new secretary's appointment decision (Article 8(6)(c)). If the company only starts on a new appointment after the old secretary has left, that deadline is hard to meet.
What are the expert's duties and powers?
Article 9 of PER-02/1992 requires the OSH expert to help oversee OSH rules within the field set out in the appointment decision, to report to the Minister or a designated official, and to keep confidential any company information obtained in the role. An expert at a workplace reports once every three months unless otherwise specified.
Article 10 sets out the powers: entering the workplace and requesting information as provided in the appointment decision, and monitoring, inspecting, testing, analysing, evaluating, and setting OSH requirements and guidance. This covers worker facilities, machinery and installations, materials handling, production processes, the nature of the work, working methods, and the work environment.
The quarterly report belongs to the expert. The P2K3 reports separately: its chair reports to the Head of the Provincial Manpower Office, copied to the Minister, once every six months (Regulation 13/2025, Article 11). Reports go electronically through a Ministry information system, or on paper if that is not yet possible. Article 15 allows up to one year from the regulation's promulgation on 19 November 2025 for that system to be set up. If the same expert prepares the P2K3 report as secretary, align the two reporting schedules.
How does the expert work with the examining doctor and site clinic?
An Ahli K3 Umum is not a medical professional. Article 8(2) of Law 1/1970 requires periodic health examinations to be carried out by a doctor the employer chooses and the Director approves. The competencies of company doctors and nurses are covered in our article on hiperkes-trained doctors and paramedics.
The OSH expert and the examining doctor meet in the P2K3. The P2K3 tasks in Article 9(2) of Regulation 13/2025 include evaluating the causes of accidents and occupational diseases (point d), developing occupational health services (point h), and evaluating workers' health examination results alongside developing OSH laboratory work (point i). The report format in its annex includes data on work accidents and occupational diseases, and occupational health service activities. The split we recommend on site:
| Party | Holds | Brings to P2K3 meetings |
|---|---|---|
| Ahli K3 Umum (secretary) | P2K3 programme, OSH data, reports | Workplace inspection findings |
| Examining doctor | Pre-employment, periodic, and special examinations | Results summarised by hazard group |
| Site clinic | Visits, injuries, referrals | Complaint and case patterns by area |
Summaries for the P2K3 only need figures by area or hazard group, with no individual diagnoses. Examination types and timing are covered in our article on periodic medicals for mine workers.
Why do roster sites and expatriate teams need extra care?
Staff turnover at remote sites makes it easy for an appointment to lapse without anyone noticing. Points to map:
- An expert who moves from a contractor to the site owner, or the other way round, loses the appointment under Article 8(1)(a). An appointment held under a contractor's name cannot simply be used for the site owner's P2K3.
- In an area or building shared by several companies, such as a smelter industrial park, P2K3 membership must take representatives of each company into account (Regulation 13/2025, Article 6(3)).
- If an expatriate top executive chairs the P2K3, a rotation of that executive means a change of chair, and the P2K3 decision must be renewed within two working days.
- A safety qualification from the home country is not a ministerial appointment. PER-02/1992 says nothing about the expert's nationality, so ask the provincial manpower office before appointing a foreign national.
- During roster leave, the expert is off site. Two experts on alternating schedules also give you cover if one of them leaves.
What do SMK3 auditors check?
Annex II of PP 50/2012 contains criteria 1.4.3 to 1.4.5: a P2K3 formed in line with the regulations, chaired by top management or the site manager, with an OSH expert as secretary. All three are entry-level criteria, as is criterion 1.4.9 on the P2K3 reporting its activities regularly. Other health criteria are covered in our article on SMK3 under PP 50/2012.
A checklist for HR and HSE:
- a copy of every expert's appointment decision, with the expiry date in the HR calendar;
- the company name, field, and workplace on the decision match the person's current role;
- an archive of the expert's quarterly reports, since the summary is needed for renewal;
- the latest P2K3 decision, naming the chair and secretary currently in post;
- a written procedure so that an expert's resignation or a change of top management triggers a P2K3 renewal application straight away;
- proof that the six-monthly P2K3 reports were submitted, including the occupational health services section.
Through our HSE and first aid training, we run medical emergency simulations for first aiders and site crews, planned per roster group, and support occupational health risk management whose findings can go to P2K3 meetings.
